The first most difficult strategy to implement in the public sector is lessening bureaucracy (Karlsberg & Adler, 2005). This is because of the ways in which there can always be organizational leaders not wanting to give fair chances to newly promoted managers/leaders to become popular by perseverance. There can always be chances of bureaucratic leaders trying to impress and flatter their seniors by not persevering but doing other things like throwing parties. There can also be compromise on ethics implemented by bureaucratic leaders to ensure that their positions are never threatened by other persevering individuals.
